The multiannual financial framework is governed by each Member State through a Partnership Agreement, concluded every 7 years. The regulation establishing the EU’s multiannual financial framework for the period 2021-2027 provides for a long-term budget of EUR 1 074.3 billion for the EU-27 at 2018 prices, including the integration of the European Development Fund. Together with the EU’s € 750 billion Next Generation recovery tool, this budget will allow the EU to provide € 1.8 trillion in funding in the coming years to support the recovery from the COVID-19 pandemic. and the EU’s long-term priorities in various policy areas.

For the period 2021-2027, Romania will have 8 operational programs available:
- Regional Operational Programs – implemented at regional level (8 ROP)
- Intelligent Growth, Digitization and Financial Instruments Operational Program (POCIDIF)
- Sustainable Development Operational Program (PODD)
- Operational Transport Program (POT)
- National Health Program (multifund) (PNS) / Operational Health Program (POS)
- Human Capital Operational Program (POCU)
- Poverty Reduction Operational Program (POCS)
- Technical Assistance Operational Program (multifund) (POAT)
